Operator Types
Positional Data Provider
An entity that collects, processes, and distributes space object tracking data and orbital information.
Positional Data Providers (PDPs) form the backbone of space situational awareness by tracking space objects and providing accurate positional data to operators and regulatory authorities.
Data Types
- Two-Line Elements (TLEs)
- Precise ephemeris data
- Covariance information
- State vectors
- Orbital predictions
Collection Methods
- Ground-based radar (phased array, dish)
- Optical telescopes
- Space-based sensors
- RF signal detection
- Laser ranging
Regulatory status The EU Space Act proposal (COM(2025) 335) has no "positional data provider" category and sets no quality standards for positional data. It regulates primary providers of space-based data (Art. 5(22), Art. 27) — the category Caelex abbreviates as PDP — and collision avoidance services (Art. 64, 102-103).
Use Cases
- Collision avoidance
- Launch window analysis
- Regulatory compliance verification
- Insurance claims investigation
- Conjunction forensics
