Atlas is a counsel workspace — not a space-law database
How Atlas is built for space-sector law firms and in-house teams: matters, vault, drafting, and research over primary sources — with the human still making the legal call.

The EU Space Act (COM(2025) 335) is a European Commission proposal. It is not in force. What binds operators today includes NIS2, national space laws, dual-use and export-control rules, spectrum/ITU coordination, and — where a product is in scope — the EU Cyber Resilience Act.
Space-sector counsel do not need another PDF library. They need a practice surface: matters, deadlines, a vault, drafting, and research that cites primary sources — with the lawyer still responsible for the advice.
What Atlas is
Atlas is the counsel workspace for law firms and in-house legal teams advising the space sector. Research corpus is one pillar. Peers include:

- An AI research agent that proposes; it does not decide
Atlas is not a search-only corpus. Reducing it to database-only is a product error and a marketing error.
What Atlas is not
- Not legal advice
- Not a substitute for a licensed lawyer
- Not an NCA filing portal that “submits for you” without a human
- Not an AI-Act certification, CE mark, or regulator approval of the model
Legal-critical determinations stay in deterministic software and in the lawyer’s judgment. The model may draft and retrieve. A human confirms.
Why this split exists
Operator tools (Comply) track obligations, evidence, and operational state. Counsel tools (Atlas) track matters, sources, and drafts. Mixing those roles produces two failure modes: operators treating a chatbot as a licence, and lawyers treating a dashboard score as an opinion.
If you advise satellite operators, launch providers, or in-space services, the workspace should look like practice software — because that is the job.
