The space regulatory landscape is still moving. Here is an updated orientation — not a prediction sold as fact.
EU Space Act (proposal)
- 2025: Commission proposal published (COM(2025) 335)
- 2026: Legislative process continues (Council and Parliament amendment tracks may still be open)
- Entry into force and transition: only after adoption and publication — do not treat 2030 as a licence you already hold
NIS2
NIS2 is transposed national law, not a 2030 Space Act problem. Audits, penalties, and evidence depend on your member-state implementation and classification — have counsel confirm, do not copy a blog timeline into a filing.
Adjacent files that keep moving
In-orbit servicing, active debris removal, and space traffic management are attracting dedicated rules. Treat those as separate instruments. Do not fold them into “the Space Act requires…” until a cited text says so.
What to do this year
1. Inventory live duties (NIS2, national authorization, insurance, export, spectrum). 2. Keep a proposal-watch on COM(2025) 335 without treating it as a licence. 3. Put counsel on determinations; use software for the file.
Preparation is still the point. Pretending the proposal is already law is not.
