Constellation Operator

An operator that manages multiple coordinated satellites working together as a system to provide continuous or global coverage.

A constellation operator runs a fleet of satellites designed to function as a coordinated system, sharing tasks such as communications relay, Earth observation, or navigation to achieve coverage that a single satellite cannot.

Constellations raise distinctive compliance considerations: collision avoidance and conjunction management across many objects, coordinated spectrum filings, system-wide disposal reliability, and supervision reporting at scale. Regulators increasingly assess constellations as systems rather than individual spacecraft.
