Wassenaar Arrangement

A multilateral export-control regime (established 1996) promoting transparency in transfers of conventional arms and dual-use goods and technologies, the basis for many national control lists.

The Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies is a voluntary regime through which member states exchange information and coordinate export controls.

It maintains two control lists — a Munitions List and a List of Dual-Use Goods and Technologies — that heavily influence national and EU control lists. Many space-relevant items, including sensors, materials, and electronics, derive their control status from Wassenaar entries.

As with the MTCR, the arrangement has no binding treaty force; members implement agreed controls through domestic law.
