The list of defense articles and services controlled under ITAR; Category XV covers spacecraft and related items.
The USML, set out in ITAR, enumerates the defense articles, technical data, and services subject to State Department export control. Items are organised into categories, with Category XV addressing spacecraft and associated equipment.
The 2014 export-control reform narrowed Category XV, moving many commercial satellites and components to the EAR's Commerce Control List while retaining the most sensitive military and intelligence space systems on the USML. Correctly classifying an item between the USML and the CCL is essential, because it determines which agency, licence, and rules apply.
